An Act to provide for the levy and collection of a cess on the cost of construction incurred by
employers with a view to augmenting the resources of the Building and Other Construction
Workers’ Welfare Boards constituted under the Building and Other Construction Workers
BE it enacted by Parliament in the Forty-seventh Year of the Republic of India as follows:—
This Act may be called the Building and Other
Construction Workers’ Welfare Cess Act, 1996.
It extends to the whole of India.
It shall be deemed to have come into force on the 3rd day of November, 1995.

An Act may come into force immediately, on a specific future date, or in stages. You can find out when an Act is due to come into force by looking at a section of the Act itself, headed ‘Commencement’ – this is among the very last sections of an Act.
Sometimes a specific date is not given and the timing is left to the discretion of the Secretary of State for the relevant government department.
